However the existing policies were not be followed. The policy makers and independent reports such as the Kerner report advised that to continue with the same policy would mean to forever divide the massed in the US. The concerns of the silent majority hence are seen to be on issues happening within the nation.
A dilemma was also created because of the housing concerns that were introduced at that time. The post war metropolis in fact grew around the ghettos and amidst the racial integration, the everyday concerns of the middle class was also placed in context, there was much class in the conservatism that the silent majority wanted versus the more liberal policies that the Government felt was needed for America’s future. The Government was also involved in power plays as the consensus of the silent majority was needed when it came to deciding international strategies. A grassroots insurgency of the Silent Majority into the political, social and economic makeup of the states was hence seen. This insurgency was also dictated in the decisions made with respect to the Vietnamization at that time.
The war between US and Vietnam was a subject of political controversy. Many people of that time wondered if the war was needed and there were people who protested openly regarding the war. The President of that time was Richard Nixon; it was he who coined the term “Silent majority”. The President wanted to continue deploying troops in Vietnam and continue the process of Vietnamization. In the televised public speech of Nixon in 1969 he referred to the number of people who were silently supporting the war. He pointed out that the number of people opposing the war was in small numbers. He wanted to create a strong support system for the ongoing war. He said that the American people primarily support him and the small minority of people was swaying the political media. The protest by the minority people was causing his political enemies to say that the Vietnamese was not needed. The analysts have always wondered if there is such a thing as silent majority.
