Although the audience enjoyed Films in Korean language, the Korean language was banned from Korean movies due to the influence of Japanese powers over Korea at that time. After the submission of power of the Japanese from Korea, the Korean government tried to improve the circumstances of the Korean Film industry by exempting the Film industry from taxes. Nevertheless, in the early 1970’s the governmental interference increased in the Korean film industry and plagued the flamboyance that the industry had developed over the previous decade. Fortunate enough, the government control was not practiced in the films made in North Korea (Hee-sook Shin, 2007).

In April 1973, the “Korean Motion Picture Promotion Corporation” (KMPPC) was established with primary goal of encouraging the Korean Film Industry, however the ulterior motive of the government for establishment of KMPPC was to exercise control over the Films being made. This movement turned out be counterproductive and degraded the quality of Korean Films thereby disappointing the local audiences and driving them away from theaters (Liza Vick 2010).
