In addition to the rapid progress experienced in the de – development of voice communications, the Internet sector in China also grew at an enormous rate. Taking note that the mid-nineties there were no practically Internet users at the end of 2008 there were 298 million citizens in China the first country in the world number of users even surpassing the United States. The Figure 3 shows the growth of the Chinese community Internet in the late nineties and until the entry into the new millennium. As happened in the U.S. and other countries, early Chinese efforts to create a data network focused primarily on academic community (Zhao 2010, p. 269).
