As reflected from the article The Economist, the rate of extreme poverty has reduced from before. It is reported that during the year of 1990, in the developing countries, 43 percent of the populations were facing extreme poverty and considered substitution on t $1 per day. Then the rate of poverty kept reducing and by the year of 2010, the rate went to 21 percent with the poverty line of $ 1.25. Therefore, in the urge of eradicating poverty, the politicians made several promises but failed, which is considered to be one of the main challenges that the programs also failed in the eradicating of extreme poverty (The Economist , 2013). One major challenge got reflected that the growth of economy is one of the primary factors that can ensure the reduction of poverty but the distribution of the income is the main element here that matters.
Another prominent challenge has been reflected from the Poverty article Reduction is that previously, the programs are developed on the concept of economic growth of the countries as the primary focus rather than eradicating the poverty. The western government of conservative view emphasized more on the economy growth and development of the country. This has also stressed on the international financial institutions, and the bilateral agencies have considered eradicating the poverty as the primary focus for them towards the global development (Toye, 2007). Adaptation of the policies for the equal development of income in all the sectors and providing the employment opportunities should be the primary concerns of the policy makers as well as for the agencies carryon with the social development programs for povertyreduction.

Considering the rate of corruption in Africa, it has resulted in the dilemma whether to use the cash transfer programs as the method to respond to the problem of extreme poverty problem in the country. Therefore, the concept of cash transfer has proved to be effective income of the cases but from the broader angle, this has fallen apart. In most of the cases, this has been reported that cash transfer has proved to be effective in the case of household consumption and has resulted in the improvement of the same. Nevertheless, this method did not prove to be that effective for the poverty reduction from the broader angle and it posed to be an obstruction in the process of development of the social transfer programs. One of the core factors to be taken into account is that poverty has been a long-standing problem. With the growth of time, this has further aggravated in the case of some of the developing countries and the same would take the time to get rid of the poverty problem.
