It is argued according to the approach of neo-realist that international institutes have always been ineffective. This is because of the fact that it is unable to prevent the State from engaging and being self-interested in the power of the politics. It was believed by scholars that because institutions only have marginal power and thus they could only render way to path of powerful relationships amongst the nations which make them an image of the power distribution in the global system. It is believed that it is in response to the interest of the states that the institutions are formulated and it is by the existing distribution of capabilities that their character is structured. However, some scholars states that it is by manipulation of the Member state’s actions that peace is promoted by the institution (Mearsheimer 1994). The irrelevance of international institutions is asserted by the neo-realists to this end because they are of the opinion that the self-interest of the anarchic system of states is not altered. Since the argument that the response of the state to the opportunities and constraints provided by these institutions is greatly flawed, it gives an idea that the non-role of these institutions in the international relations is that of a reductionist. The regulation of UN on the use of military force exemplifies this fact, as it reduces that costs and risks of engaging in conflict and hence many states are happy to comply with these standards and they work towards the disarmament at the same time (Keohane and Martin 1995). It was on rendering aid and coordination to the efforts of the states to accomplish goals under the principles of non-intervention and sovereignty that the United Nations was established. Hence, the purpose of the UN is to render state the tools to resolve fights amongst themselves rather than intervening in the internal affairs. The establishment of UN must not be described as such as the idea was never to instate a world government.
