There was no appropriate measure for doling out the food in a quantified and equal distribution to the children. The food was being doled out arbitrarily with a plate and a large ladle. Other points of risk were:

This was a potential hazard for the other children as well.

The record keeping also had to be improved. This was mainly because the number of meals actually being served to the children and the number of total meals being cooked and distributed were never tallied accurately. The staff did not even record the number of meals they also took regularly. There was much confusion as regards the number of meals being catered for. There was need for transparency and accuracy in the accounting. But this was probably among the last of the priorities of the individual.
