From 1791 onwards, there were different efforts taken by Jefferson to instill emancipation of the slaves. He was an avid proponent to abolish slavery in the region and wanted all the people of the United States to live equally. It was the major vision of the President. He was taking effort within the United States. The Haitian revolt by the slaves had caused a negative impact on the emancipation of the slaves. Independence was found to have mixed reaction within the United States. In June of 1793, there was a revolt in Haitian people that was led by Toussaint Louverture. They wanted to gain independence and be independent from the French colonial rule. They considered the French rule to be oppressive. This stance by the nation made United States very uneasy. They wanted a social order and prevent any future slave revolt in the nation. There was rising discontent in the people owing to the impact of the slavery in the nation. The people of Haiti stood together against the French regime. The revolution took place in 1804 and this impacted the social order within United States that was run by Thomas Jefferson. There was rise of racial instability in the nation. Thomas Jefferson chose to handle this in a way that it would cause minimal impact to the United States. It was contended that this impact would cause detrimental impacts to the nation. The primary goal was to maintain social order in the nation and prevent action by slaves and white abolitionist. South slave owners feared that this ideology would spread into the nation and cause havoc to the existing social order in the nation. Even though Jefferson had wanted to instill equality in the nation, he did not acknowledge independent Haiti fearing retribution from the people within the United States. It was only after 1862 that Haiti was recognized as an independent nation by the United States government.
In the sixth Annual Message to the congress on December 2nd 1806, Jefferson made an important rule that prohibited bringing in people from other nations, especial the Africa. He notes in his address that this act was to be a “violations of human rights” . He encouraged congress to continue to denounce the practice of bringing in people from other nations as Slaves. He wanted to abolish international slave trade and ensured that there were efforts taken to prevent the slave owners by bringing in people into the nation as slaves. For this the slave owners destroyed families in Africa and brought people into the nation. Rather, they were smuggled into the nation as property. Owing to this, the people who were brought in as slaves suffered untold issues and oppression. This practice was widely prevalent in the nation. It was during the sixth congressional address that Jefferson stated that he wanted efforts taken to prevent this action from occurring in the nation. It was in the speech that Jefferson speaks detail about the oppression encountered by the people from different nations of Africa. He contends that it would offend the inhabitants living in Africa where there morality reputation and best interest of the country will be affected owing to this process. Based on this recommendation, House and Senate approved a bill in March 2nd 1807 that prohibits the importation of slaves from any other country which is not under the jurisdiction of the United States. This law was brought into effect from the subsequent year. It was estimated that this practice would end slavery in America but they were mistaken. The wide spread ramifications of slavery continued well into the future. People were forced to work as slaves under inhuman and archaic conditions. The oppression continued even after this bill came into effect.
